º DEL OBJETO DEL SISTEMA. El sistema a que se refiere el artículo anterior tiene por objeto determinar: a) el grado de capacitación y el nivel técnico científico de los funcionarios de Seguridad Social, así como el cabal cumplimiento de las funciones propias de sus empleos, y b) la calidad de la relación entre ellos y los beneficiarios, teniendo en cuenta para el efecto las quejas, reclamos y manifestaciones formuladas por los usuarios en ejercicio del derecho constitucional de petición.
