Ámbito de Aplicación. El presente decreto rige en todo el territorio nacional y aplica a las personas naturales y jurídicas y a las entidades del sector ambiente, a las Corporaciones Autónomas Regionales, a los grandes centros urbanos de que trata el artículo 66 de la Ley 99 de 1993, a las autoridades ambientales de que trata el artículo 13 de la Ley 768 de 2002 en el ámbito de sus competencias.
