El auxilio de que trata el artículo precedente se incluirá preferencialmente en el Presupuesto de la próxima vigencia, y en caso de omitirlo en todo o en parte, el Gobierno queda ampliamente facultado para hacer traslados o abrir los créditos necesarios para el cumplimiento de lo así mandado.
