Créase el Fondo de Inversiones para el Desarrollo Regional de la Costa Atlántica como cuenta especial en el Banco de la República y cuyos recursos se destinarán al financiamiento de proyectos de inversión en la región de planificación de la Costa Atlántica, según los gastos aprobados por el Consejo Regional de Planificación según atribución que le confiere el artículo 4º. de la presente Ley.
