En la misma sanción incurrirá el que por medio de violencias o amenazas, trate de impedir o turbar la reunión o el ejercicio de las funciones de las corporaciones legislativas, judiciales o administrativas, o de cualquier otra autoridad pública, o pretenda influir en sus deliberaciones. La pena será de prisión de uno a cinco años si el responsable es tan funcionario o empleado público.
