En todos los Establecimientos Carcelarios del país, se establecerá un sistema diario de información o noticias a los reclusos sobre los acontecimientos más importantes de la vida nacional e internacional, ya sea por boletines confeccionados por la dirección, o por altoparlantes, o por cualquier otro medio prudentemente escogido, que no presente peligro para la disciplina.
