El Instituto Nacional de Aprovechamiento de Aguas y Fomento eléctrico destinará la parte de capital a que se refieren los ordinales c), y 50% del a) del artículo 4o, para el fomento eléctrico, y la parte de capital a que se refieren los ordinales d) y 50% del a) del mismo artículo, para obras de irrigación, desecación y regulación de corrientes de agua. La parte de capital mencionada en el ordinal b) del referido artículo se destinará según lo indique la respectiva apropiación.
