° . Modificar el artículo primero del Decreto 1420 del 29 de mayo de 1997, el cual quedará así: "Artículo 1°. Desígnase al Instituto de Investigación de Recursos Biológicos 'Alexander von Humboldt'; al Instituto de Investigaciones Marinas y Costeras 'José Benito Vives de Andreis' -Invemar-; al Instituto de Hidrología, Meteorología y Estudios Ambientales -IDEAM-; al Instituto Amazónico de Investigaciones Científicas 'Sinchi'; al Instituto de Investigaciones Ambientales del Pacífico, y al Instituto de Ciencias Naturales de la Universidad Nacional de Colombia como autoridades científicas de Colombia ante la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres -Cites-, suscrita en Washington D. C., el 3 de marzo de 1973, aprobada por Colombia mediante la Ley 17 de 1981 y ratificada el 31 de agosto del mismo año".
