° del contrato de 23 de enero de 1908, con la adición que a ese Artículo hizo el Consejo de Ministros, la Compañía del Ferrocarril del Pacifico no hubiere llevado hasta la ciudad de Santander el ramal del ferrocarril Palmira- Santander de que trata el inciso 2.° del Artículo 1o. del contrato citado, el Gobierno procederá inmediatamente por administración o por contrato, a construir dicho ramal en toda aquella parte que no estuviere construida, sujetándose en cuanto a las condiciones técnicas a las mismas que rigen respecto del ferrocarril del Pacifico.
