º En el caso de que, al iniciarse un mes, no hubiere recibido la Intendencia Naval la distribución de las sumas votadas por el acuerdo mensual de ordenaciones para los diversos gastos de la Armada, podrán efectuarse dichos gastos, cuando las sumas correspondientes hayan sido situadas en la Base por relaciones permanentes de autorización, aceptadas por la Contraloría General. El Ministerio incluirá forzosamente en la distribución de las sumas votadas por los acuerdos mensuales las que hayan sido objeto de autorizaciones permanentes, mientras estas no sean modificadas o suspendidas
