El Instituto tendrá un Departamento técnico encargado del estudio y adopción de los tipos de vivienda urbana y rural más aconsejables para los diversos climas y costumbres de las distintas regiones del país. Este Departamento técnico tendrá a su cuidado la elaboración de presupuestos de construcción, la dirección de las edificaciones, así como los estudios de urbanismo, los de producción de materiales y la investigación sobre casa prefabricadas.
