Artículo noveno. No podrán ser delegados a congresos sindicales sino los miembros activos de las organizaciones sindicales, esto es, aquellos que habiendo sido admitidos e inscritos debidamente, de acuerdo con los estatutos de la entidad a que pertenecen, ejerzan permanentemente la actividad, oficio o profesión característico de la asociación y estén al día en el pago de sus cuotas sindicales.
