Art. 3.° Igualmente se declaran canceladas aquellas hipotecas otorgadas a favor de la Nacion por créditos no comprendidos en los anteriores artículos, siempre que desde la fecha en que dichos créditos hayan sido exijibles haya trascurrido un lapso de tiempo no menor de treinta años, i que no se haya iniciado reclamacion judicial por dichos créditos.
