Art. 2.° Mier se obliga a entregar al Gobierno de la Union dicho puente perfectamente concluido i en estado de servicio dentro del término de veinte i cuatro meses contados desde el dia en que el Gobierno nacional hiciere el primer pago conforme al artículo 5.°; pero si, a causa de fuerza mayor u otro entorpecimiento independiente de la voluntad de Mier, no pudiera ejecutarse la obra dentro de dicho término, el Gobierno de la Union, estimando prudencialmente las causas del retardo, prorogará el término fijado por el tiempo que juzgue necesario.
