El pago de los premios establecidos en el artículo anterior será de la exclusiva responsabilidad del concesionario, cuando hubiera contrato de concesión. El concesionario podrá delegar esta función en sus agencias debidamente autorizadas. En ningún caso las entidades concesionistas serán responsables del pago de premios salvo lo dispuesto en el artículo 70 del presente Decreto.
