Artículo tercero. Los empleados públicos que se hallen prestando sus servicios a los establecimientos educativos nacionales dependientes del Ministerio de Educación y que fueren incorporados a la planta de personal fijada, por este Decreto, no se entenderán desvinculados del servicio para ningún efecto legal.
