Se prohíbe la ubicación o instalación de fuentes fijas artificiales nuevas de contaminación del aire e lugares donde la concentración de contaminantes atribuibles a las fuentes existentes, adicionada por la que pudiera causar la fuente nueva, exceda las normas de calidad del aire establecidas en el presente decreto.
