Art. 21. Las adjudicaciones de tierras baldías a cambio de títulos ya entregados a favor de empresarios o contratistas de ciertas obras públicas, como subvención a éstas, no se considerarán como definitivas sino en tanto el Gobierno haga la declaratoria de que los contratistas o concesionarios han cumplido con las obligaciones mediante las cuales se haya hecho la concesión.
