El impuesto sobre la propiedad raíz se cobrara teniendo como base el Catastro o catastros debidamente formados de acuerdo con lo que dispongan las Asambleas Departamentales.

El catastro se renovara o ratificara cada dos años; y los reclamos que hagan los propietarios sobre el avaluó de sus fincas, podrán ser verbales o por escrito, sin necesidad de que en este último caso vayan en papel sellado.
