Artículo cuarto. El Departamento Nacional de Planeación solamente podrá autorizar nueva inversión extranjera directa para el establecimiento de una nueva empresa destinada a la comercialización interna de productos manufacturados o producidos en el país por otras empresas, cuando la empresa por establecerse sea nacional, es decir, tenga una participación nacional no interior al 80% de su capital social.
