Con el fin de intensificar la educación técnica, sin perjuicio de los gastos que la Nación está haciendo y que continuará efectuando en los Presupuestos ordinarios, destínase la cantidad de dos millones de pesos anuales, durante cinco años, a partir de 1949, la que se apropiará para el Ministerio de Educación Nacional en los Presupuestos de las próximas vigencias, quedando el Gobierno autorizado a abrir LOS créditos necesarios, si el congreso no hiciere las apropiaciones del caso.
