Autorízase al Gobierno para realizar todas las operaciones presupuestales necesarias para el debido cumplimiento de lo dispuesto en este Decreto. Los contratos que deba celebrar el Fondo Rotatorio del Ministerio de Justicia para el adecuado funcionamiento del Tribunal Especial de Instrucción, sólo requerirán para su celebración y validez de la firma de las partes y registro presupuestal.
