Art. 3.° Declárase libre la compactacion de sal por medio de máquinas de presión. En consecuencia, los particulares pueden ejercer esta industria comprando en las Administraciones de salinas nacionales sal en grano, o sea de caldero, i compactándola por el sistema indicado para darla despues libremente a la venta.
