°. Adiciónese un artículo al Decreto 2696 de 2004, el cual quedará así: “ Art í culo 16. Reglas de difusión en casos excepcionales : En los casos en que se presente disminución en los niveles de precipitación ocasionados por fenómenos naturales, la Comisión de Regulación de Agua Potable y Saneamiento Básico expedirá Resoluciones de Carácter General orientadas a incentivar el uso eficiente y de ahorro de agua. La resolución será publicada en la página web de la Comisión de Regulación de Agua Potable y Saneamiento Básico con antelación no inferior a diez (10) días calendario de la fecha de expedición, con el fin de recibir las observaciones, reparos o sugerencias a que hubiere lugar en los términos señalados en el presente decreto.
