Los fondos de que trata el artículo anterior, serán manejados por una Junta autónoma integrada por el Gobernador de Santander, quien la presidirá, por el Alcalde de Bucaramanga, por dos vecinos de reconocida honorabilidad y competencia elegidos por el Concejo Municipal y por el Presidente de la Cámara de Comercio de la misma ciudad.
