Toda compañía pública de trasportes que quiera traspasar el dominio o alquilar el cupo total o gran parte de él de una o más unidades matriculadas por ella para el servicio público, necesitará la autorización previa del Ministerio de Obras públicas, quien la otorgará en cada caso con conocimiento de causa. Sin este requisito no podrá concederse el zarpe del buque o de los buques que se hallen en tales condiciones.
