El Departamento de Boyacá podrá cometer por sí mismo la obra de qué trata el artículo 5º de la Ley 98 de 1923 ; en este caso la Nación le reconocerá las sumas gastadas, cantidades estas que seguirán apropiando en los respectivos Presupuestos para la amortización de la deuda.
