Autorízase al Gobierno para conseguir en préstamo las sumas necesarias para realizar las obras de qué trata el Artículo anterior, pudiendo ofrecer como garantía y destinar al servicio del empréstito, además de las establecidas en leyes anteriores, el producto del impuesto que se establece por el Artículo siguiente.
