º. En caso de reincidencia, el especulador o contraventor a las presentes disposiciones, no tendrá derecho a reclamar los artículos que se encuentran en su poder, los cuales serán entregados por el S. I. C. o las autoridades de Policía al Alcalde respectivo para su debida distribución, y el valor de dichas mercancías se consignará en una cuenta especial conforme lo establece el artículo 2º del Decreto 2939 de 1956.
