El Gobierno procederá una vez sancionada la presente Ley, a ordenar el estudio de la vía que comunique la ciudad de Cúcuta con la región petrolífera del Catatumbo. La comisión técnica estudiara de preferencia la vía de Puerto Villamizar hacia La Petrólea , o la que partiendo de un punto del sector cuarto de la Carretera Central del Norte, conecte esta troncal con aquellos territorios. Llenados los requisitos que estatuye el artículo 14 de la Ley 88 de 1931 , se ordenará la construcción de la carretera.
