° Siempre que se niegue la expedición del certificado de paz y salvo, se le expedirá al contribuyente el documento explicativo de las razones de la negativa, previa solicitud escrita de éste, acto contra el cual proceden en la vía gubernativa los recursos de reposición y apelación reglamentados en el Decreto extraordinario 2733 de 1959.
