De la lista de ciudadanos mayores de veintiún años y de los de esa edad que sepan leer y escribir, se formarán sendas listas, por duplicado, una para el Concejo Municipal y otra para el Alcalde. Estas listas, de acuerdo con el artículo 4.° de la Ley. 80 de 1910, servirán dé base á los Jurados Electorales para la formación del Censo Electoral del Municipio.
