La administración de la inmigración estará á cargo de una Junta que se compondrá del Ministro de Fomento que la presidirá y de cuatro agricultores prácticos, nombrados: dos por el Gobierno, y dos por los empresarios que soliciten los trabajadores. En los Departamentos, la Junta será presidida por el respectivo Gobernador.
