º . Para los efectos previstos en el artículo 31 de la Ley 130 de 1994, cada partido o movimiento político con personería jurídica reconocida por el Consejo Nacional Electoral, durante los seis (6) meses que preceden a las elecciones para gobernadores, diputados, alcaldes, concejales y ediles, a realizarse el 29 de octubre del año 2000, tendrá derecho a franquicia postal para remitir dentro del territorio nacional hasta un total de trescientos mil (300.000) impresos, bien sea que los envíos se originen en la Capital de la República, en cada capital de departamento, o en cada municipio.
