Artículo cuarto. Los Alcaldes Municipales o las Juntas de Gobierno Municipal, donde estas existas, recomendarán el estudio y discusión de los proyectos de acuerdo que les sean sometidos por los Concejales en ejercicio, en cuanto no comprometan el orden público, o la seguridad social, o tiendan evidentemente a paralizar la Administración o a hacer impracticable el ejercicio de la autoridad.
