Con el propósito de establecer y fomentar la industria extractiva del carbón, no solo como artículo de consumo interno, sino como producto de exportación con miras a un mercado estable, el consejo Administrativo de los Ferrocarriles Nacionales fijará tarifas adecuadas para obtener dicha finalidad, sin ánimo de lucro en el transporte de dicho mineral.
