La reorganización del Ministerio contemplada en este Decreto, se hará por etapas. Inicialmente se proveerán los cargos de Secretario General, Director, Jefes de las Ramas Técnica y Administrativa y Jefes de División. La reorganización se completará gradualmente con la colaboración del personal descrito, con la asesoría del Departamento Administrativo del Servicio Civil, previo concepto favorable de la Secretaría de Organización e Inspección de la Administración Pública, y de conformidad con las normas del presente Decreto.
