Servirán para que en ellos se apliquen los sistemas multi-modales e inter-modales de transporte que utiliza el comercio nacional e internacional, con el propósito de lograr eficiencia y economía en el transporte de personas y bienes, se utilizarán en forma complementaria diferentes medios o infraestructura de transporte, tales como los marítimos, fluviales, terrestres y aéreos, cuya selección dependerá de los atributos físicos de las áreas en que se proyectarán.
