Artículo cuarto. Derógase en todas sus partes el Decreto número 1648 de 1944. De consiguiente, quedan en vigencia las disposiciones legales que regían con anterioridad al estado de sitio sobre allanamiento y registro de domicilios privados, sobre registro de vehículos, sobre venta de bebidas alcohólicas, sobre régimen de establecimientos públicos de diversión y sobre investigación y represión delos delitos contra el orden público.
