Artículo primero. El Gobierno realizará negociaciones con La Empresa Colombiana de Petróleos (Ecopetrol), con el objeto de modificar en cuanto a plazo el servicio del compromiso que aquél tiene adquirido con la nombrada entidad, en virtud de las autorizaciones conferidas al Gobierno Nacional por el Decreto legislativo 3271 de 1954 y el ejecutivo 1858de 1959.
