Transitorio . La Empresa de Telecomunicaciones de Santa Marta, Telesantamarta S.A., ESP en liquidación, continuará ejecutando las apropiaciones de la vigencia fiscal de 2004, comprometidas antes de la expedición del presente decreto por parte de la Empresa de Telecomunicaciones de Santa Marta, Telesantamarta S.A., ESP, previa certificación expedida por el funcionario que para estos efectos designe el gestor del servicio.
