Art. 3.° Facúltase al Gobierno para crear una Junta especial de emisión, en cargada de realizar las operaciones que requiera la emisión y pago de tales billetes. Las cuentas de esta Junta se incorporarán en las de la Junta Central de Bogotá, y, bajo la inspección de aquélla, se hará la conversión de los billetes de los Bancos da Bolívar y la consiguiente incineración hasta el completo, de la suma total a que ascienda el capital de los contratos de préstamo.
