Para formar el patrimonio de la Corporación Nacional de Turismo de Colombia y garantizarle el cabal cumplimiento de sus programas, la nación contribuirá anualmente con una cantidad no menor de cien millones de pesos que se apropiará en el presupuesto nacional de cada vigencia y que el Gobierno debe incluír en el proyecto de presupuesto, sin lo cual éste no será aceptado por la Comisión de Presupuesto de la Cámara de Representantes.
