No podrán transmitirse por los servicios de radiodifusión mensajes de persona a persona, tales como saludos, dedicatorias, complacencias, u otros de carácter similar, sea cual fuere la forma utilizada, salvo las comunicaciones de emergencia en casos de calamidad pública, las cuales, en todo caso, se harán bajo el control del Ministerio del ramo o de la primera autoridad política del lugar.
