El presente Decreto rige a partir de la fecha de su publicación, surte efectos fiscales a partir del 1° de enero de 1988, con excepción del artículo 5°, y deroga las disposiciones que le sean contrarias, en especial los Decretos 177 y 1228 de 1987 y los artículos 6°, 7° y 8° del Decreto 3493 de 1986.
