Los miembros de la Comisión serán cinco: tres nombrados por el Senado, uno por la Cámara de Representantes y el otro por el Poder Ejecutivo, para un periodo de dos años, y devengaran $ 300 mensuales cada uno. Por cada principal se nombrara un suplente personal, en la misma forma que los principales.
