Art. 1.° El derecho nacional de degüello establecido por el decreto número 616, de 21 de Septiembre corriente, se cobrará en los Estados por arrendamiento, observando las leyes y disposiciones ejecutivas sobre la materia, vigentes en dichos Estados, en todo lo cual los Presidentes o Gobernadores respectivos procederán como Agentes inmediatos del Gobierno nacional.
