Parágrafo

del artículo 3º del Decreto 2353 de 2001, el cual quedará así: "

Para la respectiva declaración, el propietario privado del subsuelo tendrá en cuenta el precio del mineral fijado por la Unidad de Planeación Minero Energética, UPME que se encuentre vigente al momento de la liquidación y pago de la obligación, en un porcentaje del 0.4% sobre la producción obtenida al borde o en boca de mina".
