Art. 19.° El Gobernador, luego que haya recibido la carta de naturaleza firmada por el encargado del Poder Ejecutivo, exigirá del postulante, para entregársela, que jure (ó proteste solemnemente, si su religión no le permitiere jurar) renunciar para siempre á cualesquiera vínculos que lo liguen a otro Gobierno, y sostener y cumplir la Constitución y las leyes de la República.
