Artículo tercero el Ministerio de Hacienda y Crédito Público queda autorizado para convenir con la Caja de Crédito Agrario, Industrial y Minero, el reembolso, con cargo al tesoro público, del mayor valor de las importaciones causado por la diferencia entre el precio de venta del caucho y cordonel a las fabricas de llantas y neumáticos y el costo efectivo de los mismos a la caja.
